Doing “trifles” that are not insignificant, Capinfo’s “personnel on duty” actively took part in the actions for guiding garbage classification in the capital of Beijing

Although garbage classification appears to be “trifle”, it has been a significant and good deed in the contemporary history. It will be favourable for enhancing fundamental governance capabilities of Beijing - a super city, and facilitate construction of spiritual civilization in this capital city. The “trifles” are not insignificant. For correct garbage dumping, full cooperation and collaboration of all Beijing organizations and citizens are urgently needed. Efforts shall be made to foster citizens’ strong awareness of environmental protection, in order that they will protect environment consciously. To collaborate with garbage classification, actions such as arranging personnel on duty in front of dustbins and classification guidance are heatedly implemented in Beijing. CPC members from authorities, enterprises and public institutions of Beijing and volunteers actively participate in these actions. Bits of their efforts are constituting huge support for environmental protection.

“Hello, sir, the garbage needs to be packed in different bags. Could you please classify them?”

“Madam, how toilsome it is for you to always cook! The kitchen garbage has to be dumped into the green dustbin.”

For the time being, CPC members from Capinfo are a big group of “supervisors” who are actively patrolling on streets and lanes. No wonder that the “dustbin guardian” outside your house is just an employee of Capinfo. No matter in chilly winter or blistering hot summer, more than one thousand employees of Capinfop are passionately devoted to performing the duties and providing guidance on garbage classification passionately. They are arranged in different communities of Beijing, patiently explaining to and guiding the neighbours, to increase their awareness of environmental protection. These familiar figures might be your neighbors, CPC members or ordinary people.

Capinfo is a municipal state-owned enterprise in Beijing. Since the implementation of these actions, its Party Committee has actively responded to the call of the municipal commission and government. It has attached great importance to garbage classification. Highlighting garbage classification and dumping guidance as major matters, it has given full play to its leading roles in CPC construction. It has actively exhorted and organized all employees of Capinfo to actively take part in offering guidance on garbage classification and being on duty as dustbin guardian in the communities where they reside. Since this year, up to 1,115 employees of Capinfo has acted as “dustbin guardian” and accounted for more than 80%. 240 CPC members have brought their roles into full play as role models, and their duty rate has reached 100%.

Be on duty in front of dustbins for garbage classification - dustbin guardians born in 1990s

“I feel so fulfilling to do this.” As an employee of Capinfo, Chen Yao is a young girl born in 1990s. Weekends would have been golden time for having a good sleep or hanging out with friends or relatives. However, she has gotten up very early for several consecutive weekends, gone on duty in front of dustbins in the community where she resides by wearing her special sleeve band for a CPC member on duty, and guided residents of the community on standardized garbage dumping.

The community where Chen Yao resides is old and dirty with garbage. There, it is common to see the neighbours to dump a big bag of mixed garbage into a dustbin without classification. At the sight of this, Chen Yao will rush over, dissuade and guide the neighbours. She will also patiently explain to them regarding the differences in kitchen garbage, other garbage, recyclable garbage and hazardous garbage. She will persuade them to obey requirements and support environmental protection. Although she is young and cares a lot about personal hygiene, she never hesitates in doing her jobs. She is never afraid of dirtiness or tiredness. She takes initiatives to help her neighbours to classify the garbage and repack them into several bags before dumping them into the dustbins. The neighbours are highly influenced by this passionate and capable girl. The neighbours can’t help thumbing up for her diligence. “Girl, you are doing such a dirty job. You are really hard-working. You are a competent CPC member. Just tell me how to do that. Then, I will classify the garbage well at home!”

Chen Yao is also quite studious and inquisitive. Sometimes, it is really hard to determine which dustbins the garbage shall be dumped into. In this case, she always searches on her cellphone on site for confirmation. At the end of her duty, she even searches knowledge bases online to broaden knowledge about environmental protection and makes preparations for her duty next time. “Garbage classification is a special field of knowledge, and there is no end to learning. These days, I have been learning while on duty. I have almost become an expert in garbage classification.” Chen Yao happily shared with others about what she had gained.

“I have a strong sense of achievement, and have been duty for a period. Now, the neighbours are aware of accurate dumping. They are become more skilled in garbage classification and even teach me at times.” As she mentioned these days of being on duty and how she felt about her work, she smiled, giving people warmth like sunshine. She has become a wonderful landscape in the community. She correctly guides the neighbours about knowledge and kindly helps them. In addition, garbage classification deepens neighbourhood and builds a bridge for civilization of the community...

Be on duty in front of dustbins for garbage classification - work hand in hand with a child

Xiaolu has been on duty in front of dustbins in her community for several consecutive weekends. She acts as a leader in the Management Department of Capinfo. When she is on duty, she has her own “tools”. She always wears raglan sleeve and mask. She carries her self-prepared garbage bags with one hand, with wet tissues in the other hand. What are the functions of these tools? Her garbage bags are specially prepared for packing garbage which has been incorrectly classified after re-classification, and the wet tissues are for neighbours to wipe hands. Xiao Lu always stood in front of dustbins kindly. When she found that any neighbours’ garbage classification was wrong, she would gently and kindly explained to them about keys and secrets for dumping garbage. Whenever she saw any neighbour carrying garbage with both hands, she would hurry up and uncover the dustbins for them. Before the neighbours left, she even gave them wet tissues so that they could wipe their hands. At last, she never forgot to say, “Thank you for supporting garbage classification”, which sounded so warm-hearted. Seeing her so enthusiastic and considerate, the neighbours always replied warmly, “Thank you! It is so hot. You are so hard-working!”

“I have grown up in Beijing since I was born, and so far, 40 years have passed. I truly feel that civilization of Beijing is inseparable from cumulative efforts of everyone. Personally speaking, it is good to classify garbage correctly. Good environment benefits everyone and requires joint efforts of everyone. Nevertheless, as a volunteer, I am coming here to persuade you. All of you are enthusiastic and kind, with high ideological awareness. Without a doubt, you are willing to cooperate. As time passes by, you will naturally get accustomed to garbage classification.”

Xiaolu also gained something by accident. When she was on duty, she got acquainted with a little kid, whose name was Dandan. Dandan is four years old, but influenced by his parents, he has become a “young expert in garbage classification”. For leftovers, pop cans and cartons, he can easily judge which dustbins he has to dump. Dandan not only understand rules of garbage classification, but also goes to help the adults when he sees them being on duty in front of dustbins. He is busy with telling the neighbours about how to dump garbage as though he were a “little supervisor of garbage classification”. “I think that we should let kids understand that environmental protection is particularly important. Once they form the habit of garbage classification, this civilized habit will be deeply rooted at the bottom of their hearts.” Xiaolu and the neighbours have been deeply influenced by the kid. Thus, from the bottom of their hearts, they have been determined to keep and inherit this good living habit.

Be on duty in front of dustbins for garbage classification - huge united power for joint construction

All members are taking actions. Capinfo has also maintained close connection with the streets where its office zones are. Scores of CPC members from Longfu and Wankai office zones of Capinfo have been arranged on duty in front of dustbins in the office zones and around the office buildings to heatedly guide garbage classification and publicize knowledge. Inside the buildings, the CPC members popularize knowledge among their colleagues and help cleaning workers to classify garbage correctly. Outside the buildings, they help passers-by and nearby neighbours dump garbage correctly, sincerely saying to them, “Thank you for your support!”

On the Longfusi Street, the CPC members also widely distributing publicity materials about garbage classification, make explanations to the nearby residents, extensively spread concepts about environmental protection “beneficial to the country, people and descendants”, and create a favourable atmosphere for joint learning, participation and supervision. “Every day, we spend most of our time in the company. It is our responsibility to keep our office zones tidy. Moreover, we hope to improve civilization of a community and the whole society by influencing each family,” said Wu Liangyu, the secretary of the Party Branch.

Lately, the employees of Capinfo have recorded every bits about their participation in their communities’ garbage classification and skills, how they have felt and what they have seen/heard in their duties in front of the dustbins in the form of words, pictures and short videos, in an attempt to take the lead and act as role models in doing this “key trifle”...
